Now in this case it would not be wrong for a 15 yo girl to have not started menstruation yet. In the late 1800’s the average age was ~16.6 and in current times in modern western areas particularly this is unfortunately getting closer to 12. That said, depending on where you live you can still see some not starting until 16 or 17 and that is more healthy if it is happening for natural reasons than starting younger.
