Acupuncture and Herbal Medicine would be recommended. The formula You Gui Wan would be my first recommendation. It is often used for low sperm count and libido issues, but research has shown that the clinical effects in the body are in part by prompting increases in the production of testosterone.

Acupuncture works to resolve the underlying Kidney deficiency patterns that would be a part of low testosterone from a Traditional Chinese Medicine perspective. This may be patterns such as Kidney Qi Deficiency, Yang Deficiency, or Jing Deficiency. Other patterns may be involved as well, so it would be best to consult with a professional in your area if possible.
