It would depend on what was the underlying factor of the arthritis. Most cases are due to damp cold accumulation but it could be damp heat, dryness, or some neurological condition. Regardless of the actual cause you could probably use the huatuo jiaji points at T1, T2 and T3 as a base and select other points that more specifically reflect the specific cause of the arthritis. I would start by reading our acupuncture for arthritis section and then add some of the local points near the bottom of the page for the specific areas you are interested in - in this case the fingers and/or the wrist.
