Of course you can treat it, but proper TCM diagnosis is absolutely crucial. So use the signs and symptoms, tongue and pulse and come to an appropriate diagnosis and treat that. In acute cases it may be an infection or STD, so formulas that clear damp-heat from the lower warmer may be appropriate (san jin wan, ba zheng wan, ...). In chronic cases it can be mixes of stagnation in the area (prostate inflammation, constipation, etc.) or some other structural cause (low back, sacral nerves, etc.). Finding out the why and using the tools of TCM will likely get you the results you need.
