I’m not sure that I understand what you’re asking. Are you referring to a fetus still in the womb or one that has been delivered? Either way the answer is it depends on many more variables of both the mother and fetus such as the development of the fetus, health of the mother, family history of development disorders, mother’s diet and drug (legal or otherwise) history and so on.
