Can you post a link to an example of a page where you see this. The characters you are showing are either a page with errors in it, or a problem with your browser reading certain characters…

In short unless your post was changed, those characters means absolutely nothing.

&#39 is an apostrophe, some of these are left over from a conversion from an older version of our site. So above is body’s … “39” is the ascii code for an apostrophe.
