There is never a “best” point for anything - the “best” points are the ones that are related to the persons underlying diagnosis - not their symptoms. For more on this read “treating the cause vs. the symptoms” and “designing an acupuncture treatment”.
Our shoulder pain section has some commonly used points and our acupuncture for arthritis section would give you an idea of how to approach it - near the bottom of that page there are some specific points for shoulder pain.
In women at least, frozen shoulder often has a hormonal relationship which is one of many reasons why proper diagnosis of the underlying causes is critical.

Hi - I suffered from Frozen shoulder. I tried various modalities, including a Physiotherapist to see who could help. A top accupunturist was the most successful. However, after spending lots of $, a shiatsu practitioner said ‘it will take a year but it will mend on its own, left Alone!’ She was right!
